9-22-19 NCNWTF Board Meeting
The following were in attendance: Robert Smith, Howard Rumfelt, Henry Smith, Wynn Smith, Tim Draughn, Brent Phillips, Perry Bryant, Bonni Stephenson, Richard Plattenberger, Roger Reynolds, Greg Ward, Bill Collart, JoEtta Holder, Ryan Stanley, Connor Bachmann, Chris Coxen, Chris Kreh, Jason Huffstetler, Rudy Simeone, Luke Gibson, Sue Bley.
Robert Smith welcomed everyone and thanked everyone for coming. He thanked everyone for all the help at the Sponsor Banquet.
Invocation was given by Howard Rumfelt.
Minutes of last meeting were presented by Wynn Smith. Motion by Bill Collart, 2nd B rent Phillips. Minutes were approved with corrections.
Financial report was presented by Henry Smith. Motion to approve by Bill Collart. 2nd by Roger Reynolds. Financial report was approved.
Proposed 2020 budget was presented by Henry Smith. Motion to approve by Perry Bryant. 2nd by Bill Collart. 2020 budget was approved.
RD Update
Ryan gave a report on end of year counts for Superfund and membership. The RDs are looking at areas that are potential sites for new chapters. Discussion about changes to table guns for the coming year. A Chapter is no longer required to have a banquet and purchase a core package. The requirement now is that a chapter have a “fund raising” event.
Sponsor Banquet
A discussion was held addressing the following concern: Is this the best use of our resources? Committee to investigate was formed with the following members: Roger, Perry, JoEtta, Bonni, and Richard. Motion to eliminate the Sponsor Banquet and investigate another event for the state by Henry Smith. 2nd by Greg Ward. Motion carried.
Sponsor Incentive Discussion
Sponsor incentive to chapters instead of individuals. The five Chapters with the highest percentage increase in Sponsors and the five chapters with the highest percentage increase in membership will receive $500, beginning with the 2021 Awards Banquet. Motion by Bill Collart 2nd by Roger Reynolds. Motion carried.
DB Update
Chris Coxen gave an update on the Three Rivers and WRC Yadkin River Project and 2019 Super Fund Projects.
Turkey Project Report
Chris Kreh reported that brood reports are showing great increases for this year. The Chronology Study is coming to an end and the report will be ready in early 2020.
WRC Project proposals were presented. Motion to fund all 6 of the projects by Bill Collart. 2nd by Henry Smith. Motion carried.
North Carolina State Wildfire Program has requested resources to purchase a radio for one of their burn trucks. Motion by Bill Collart to fund the radio in the amount of $4500.00. 2nd by Tim Draughn. Motion carried.
Committee Chair Reports
Conservation Seed Report was given by Howard Rumfelt. We are waiting for the wheat shipment.
Brent Phillips presented the SHSH Update. We have passed our goal for acreage. Hunter numbers are down. We need to continue to encourage mentors to record mentored hunts. Motion was made by Brent Phillips to set a new goal for acreage at the January 2020 meeting. 2nd by Bill Collart. Motion carried.
NCNWTF Museum update was given by Brent Phillips. Donated display cases have been moved to the site. Graphics for walls have been priced. New workday will be planned soon.
December Raffle update was presented by Bonni Stephenson. Many new groups are selling this year. On-line sales will be available soon.
WITO/WOW Update was presented by Bonni Stephenson and JoEtta Holder. New State WITO Facebook group has been created through Edgefield. WOW 2020 will June 5-7, 2020 at Raven Knob Boy Scout Camp in Surry County.
Old Business
National Leadership Conference
The National Leadership Conference will be held the week prior to the National Convention. Motion was made by Bill Collart that we opt out of sending members to the Leadership Event in Nashville and take a group to Edgefield and host our own leadership event on a date to be determined later. 2nd by Tim Draughn. Motion carried. Details of the event will be tabled until a later date. Motion was made to cover Robert’s travel expenses to attend the Leadership Event in Nashville. 2nd by Bill Collart Motion carried.
Leadership/Awards Banquet is scheduled for Jan. 11, 2020 in Greensboro. Robert will work on a committee to investigate a new option in the coming year.
Frogman Event Update
Tim Draughn reported that he has spoken with a venue about the event. Motion was made by Henry Smith that Tim be allowed to continue his research on this event. 2nd Brent Phillips. Motion carried.
JAKES Trailers
Event registrations need to be sent to JoEtta.
DDC
Calling Contest Rules need to be updated and all information needs to be posted on our website and the DDC site.
New Business
Establishing Food Plots on Boy Scout Reservations Robert will ask Ken Moore to investigate.
